Voters Will Decide Fate of 55 Local Tax and Bond Measures in June

Casting Ballot

Californians will vote on 55 local tax and bond measures in the June 7 election, along with three special taxes that will be decided in special elections before the primary.

If all of the measures are approved, taxpayers would face an additional $176 million per year in taxes, along with property tax increases to repay $2.5 billion in new bond debt.

The June ballot includes 18 parcel taxes, 20 general obligation and school bonds, eight sales tax measures, three hotel tax increases, and other tax measures.

Noteworthy measures include:

  • San Francisco General Obligation Bond. Measure A would authorize a $400 million general obligation bond to be repaid through a property tax of $100 per $100,000 of assessed value. The tax would cost taxpayers $30 million annually, for 30 years.
  • Napa County Sales Tax Increase. Measure L would increase Napa County’s sales and use tax rate by 0.25 percentage points for 10 years, costing taxpayers an estimated $10 million annually.
  • San Bernardino County Tax Repeal. Measure Z is a citizen-initiated effort to repeal a parcel tax-like “service fee” approved by the San Bernardino County Board of Supervisors without voter approval. Repealing the tax would save property owners $42.7 million annually.
  • Manhattan Beach Parcel Tax. Measure A is a citizen-initiated measure that would impose a $1,095 tax on residential property, increased in future years for inflation. The tax would remain active for 12 years and would cost taxpayers an estimated $11 million annually. Citing the Upland decision, the city has declared that the special tax measure needs a simple majority vote, rather than a two-thirds vote, for passage.

In the June election alone, voters will decide the fate of more local ballot measures than in all of 2021.
