
In an example of government efficiency, the San Diego Library system has flourished in recent years even though its budget was reduced 30 percent (from $54 million to $37.8 million) over the last three years. The system has opened six new libraries since 2003, tripled its circulation, created thousands of educational programs and opened its doors to a wider range of people. Library Journal magazine this month named the system its "library of the year." The library's director, Jose Aponte, is credited by many observers for leading the positive changes and economizing.
