Legislative Analyst:
Nearly Half of Higher-Education Students Get Fees Paid for Them

With the debate about recent higher education tuition increases raging, a report issued last week by the Legislative Analyst's Office concluded that "nearly half of all undergraduates at California's public colleges and universities receive grants or waivers that fully cover education fees." Most of the grant and waiver recipients are low- and middle-income students.

In addition, middle income students who aren't eligible for grants or waivers may claim the federal American Opportunity or Lifetime Learning tax credit. The California State University system estimates that 39 percent of student families received $270 million in 2009 due to these credits.
