Santa Barbara Moves Forward on Utility Users' Tax

The Santa Barbara City Council is moving forward with a plan to go to the voters in November with a proposal to expand the city's utility users' tax to cover new technologies, including Voice over Internet Provider service. Joe Armendariz, executive director of the Santa Barbara County Taxpayers Association, said the tax would be "a nightmare for the providers and impossible to enforce by the city."
