Cal-Tax
continues to expand its leadership role in tax policy development
at
the State Board of Equalization. Cal-Tax ensures that the business
community has a seat at the table on the drafting of regulations,
handbooks,
and procedural and administrative matters before the Board. Cal-Tax
also
serves as a vital link between the business community and the
Board by
disseminating up-to-the-minute information and coordinating the
input of
diverse business interests on various projects with the Board.
Cal-Tax recently led a broad coalition of parties to convince
the Board to
continue its long tradition of assessing only those electric utilities
which
have a certificate of public convenience and necessity in light
of the
deregulation of the industry. Cal-Tax continues to coordinate
industry
comments on proposed changes to property tax rules and will be
a lead
advocate supporting regulatory reform to the Board's use and development
of
annotations.
In 1998, Cal-Tax spent a considerable amount of time on development
of new
assessor handbooks, AH 502 and AH 504. These handbooks will help
taxpayers
receive more accurate assessments and fairer property tax appeals,
while
guiding assessors on proper implementation of California law.
