Cal-Tax Advocacy Team
The most experienced tax policy and tax lobbying staff in Sacramento resides with Cal-Tax. When working on tax policy problems before the Legislature, tax agencies, local governments, in court, or on statewide ballots, the Cal-Tax advocacy team is an effective business partner with member companies. This successful partnership between Cal-Tax and member companies has never been more important than it is at the present time. Cal-Tax staff members closely monitor legislative, tax agency and local government tax policy deliberations and coordinate with Cal-Tax members and industry representatives to stop unnecessary tax policy changes that would increase its members’ cost of doing business in California. Cal-Tax also supports changes that would have a positive impact on industry members.

Larry McCarthy – President

For the past 16 years, Larry has served as President of Cal-Tax with overall responsibility for operations and staff direction. He has 29 years of lobbying and policy research on taxation and unemployment insurance issues in California and Washington State.

Teresa Casazza – Vice President and Legislative Director

Teresa was former vice president and legislative advocate for the American Electronics Association. She is a certified public accountant, having worked for Price Waterhouse in Sacramento from 1982 to 1990. Her experience as a lobbyist representing business before the Legislature and tax agencies make her an outstanding addition to Cal-Tax. She is a registered lobbyist.

David R. Doerr – Chief Tax Consultant

For the past 18 years, Dave has reported on tax issues for Cal-Tax. He served 24 years as Chief Consultant for the Assembly Revenue and Taxation Committee and is widely recognized as one of the foremost experts on California’s Revenue and Taxation Code. His institutional knowledge of California’s Tax structure is unparalleled. Dave is the founding editor of Caltaxletter and is the publication’s principal contributor. His book, California’s Tax Machine: A History of Taxing and Spending in the Golden State, was published in 2000.

Carol Ross Evans – Policy Consultant

Twenty-one years of coalition work and research for Cal-Tax have helped make Carol one of the most effective lobbyists in the state Capitol. Before joining Cal-Tax, she worked nine years on the staffs of a state senator and the lieutenant governor. She handles special projects and is a registered lobbyist.

Lisa Martin – Senior Policy Analyst and Associate Director of Legislative Affairs

Lisa has 19 years of experience at Cal-Tax tracking legislation and conducting public policy research. She concentrates on efficiency in government spending and competitive delivery of government services. She is a registered lobbyist.

Ronald W. Roach – Director of Communications

After 26 years of reporting and editing for newspapers, Ron joined Cal-Tax in 1991 as Director of Communications and publications editor. He is a past president of the Sacramento Press Club and a former director of the Capitol Correspondents Association. He also handles media relations.
